Independent Citizens Oversight Committee

San Diego Unified School District's capital improvements are funded by three General Obligation (GO) bond measures--Propositions S and Z. Proposition S (Prop. S) is a $2.1 billion GO bond measure passed by nearly 69 percent of San Diego voters on November 4, 2008. Proposition Z (Prop. Z) is a $2.8 billion GO bond measure passed by nearly 62 percent of the voters. Measure YY is a $3.5 billion GO bond measure passed by more than 65 percent of voters on November 6, 2018. Most recently, Measure U was approved by San Diego voters on November 8, 2022. The district does not receive all the bond funds at once. The district receives a portion of them periodically based on when the bond sales occur.

The Independent Citizens' Oversight Committee (ICOC) is the legally required committee appointed by the Board of Education to actively review the proper expenditure of Props. S/Z and Measure YY funds, and informs the board and the public concerning Props. S/Z and Measures YY and U expenditures. Props. S/Z and Measures YY and U funds must be used for the projects listed in the bond language placed before the voters, and cannot be used for teacher or administrative salaries.

The ICOC is comprised of 13 volunteers appointed by the board. The ICOC has established three subcommittees to carry out its oversight activities. The links on the left provide meeting information including agendas, meeting minutes and reports received by the ICOC and its subcommittees.

ICOC and subcommittee meetings are open to the public. Unless otherwise noted, ICOC meetings are held on the second Thursday of the month at 9 a.m. at the Physical Plant and Operations Center, Training Rooms A and B, 4860 Ruffner Street, San Diego, CA, 92111.
