Fiscal Control audits and distributes payroll and payroll-related withholdings, including tax sheltered annuities, retirement and taxes. The department prepares and submits payroll quarterly
tax reports and W-2 forms, manages and reconciles third-party administered bank accounts, manages District Cashier functions and processes benefit payments for retirees, COBRA participants and employees on leave of absence. Fiscal Control also manages procurement cards and the San Diego Education Fund bank accounts.
