FPC designs and builds clean, safe, and environmentally friendly facilities that encourage successful teaching and learning. To do this, FPC contracts with construction contractors, architects, engineers, surveyors, inspectors, project facilitators, suppliers, supplemental service providers, and more. WHERE TO START
- Register on the district's procurement portal: PlanetBids
All publicly bid opportunities are released via PlanetBids. Register today within FPC's PlanetBids vendor portal, www.tinyurl.com/SDUSD-PlanetBids, and include all applicable NAICS codes in your profile to receive notifications when relevant bidding opportunities are released.
- Review contract plans and specifications: Planroom
Go to the District's Planroom, www.sandiegousdplanroom.com, to view the plans and specifications of bids. Select "All Public Jobs" to see a list of current projects.
- Join the Business Outreach Database
Join FPC's Business Outreach Database. See the Business Outreach webpage for more information.
- Construction Services, Professional Services, or Other
- If you provide construction contracting services, construction-related materials supplies, or construction-related equipment go to the "Construction Services" section below.
- If you provide architectural, engineering, surveying, materials testing, project inspection, supplemental project support services, construction management, cost estimation, document controls, or similar services to go the "Professional Services" section below.
- If you provide maintenance services, or other services that do not fit into the categories above, go to the "Other" section below.
CONSTRUCTION SERVICES
Almost all building trades and materials are utilized by the district in the multi-billion-dollar bond program. If you provide construction contracting services, construction-related materials supplies, or construction-related equipment and want to do business with the district, follow the directions below.

- Become familiar with the district’s construction contract Disabled Veteran Business requirements and Diverse Small Business (XBE) Goals
- Contractors that are bidding and working on projects over $1 Million should review the terms of the Project Stabilization Agreement (PSA)

CONSTRUCTION SERVICES - TIPS FOR SUCCESS
- START SMALL
Design-Bid-Build projects under $1 Million typically do not require prequalification (excluding painting projects). These projects are a great place to gain district contract experience.
- CAN'T BE A PRIME? BE A SUB
Contractors, if you are not large or experienced enough to bid as a Prime, consider bidding as a subcontractor. You can find out which companies are proposing on active solicitations by attending the pre-job conference, the construction site walk, and/or reviewing the “Prospective Bidders” tab on opportunities posted to PlanetBids.
- ACCESS FREE GOVERNMENT RESOURCES
School district buildings must meet rigorous safety standards and therefore have strict prequalification requirements for general contractors bidding as Primes and subcontractors bidding on mechanical, sheet metal, electrical, or plumbing bid packages. If you are unable to prequalify with the district due to a lack of experience or bonding capacity, it may be worth gaining experience with non-school district public agencies first. For no cost business counselling and assistance winning government contracts make use of the Small Business Development Center (SBDC) and APEX Accelerators, formerly referred to as the Procurement Technical Assistance Center.
PROFESSIONAL SERVICES
The district procures an array of professional services to assist with operations related to its bond program mission.
If you provide architectural, engineering, surveying, materials testing, project inspection, supplemental project support services, construction management, cost estimation, document controls, or similar services and want to do business with the district, please review the Professional Services webpage.
The District partners with professional service providers in multiple ways: through direct contracts, as subconsultants to architect and engineering firms, and as subconsultants through one of the District’s Supplemental Service Provider master agreements.
